DDOT – Frederick Douglass Bridge Replacement/South Capitol Street Realignment

This Design-Build project involves replacing the Frederick Douglass Memorial Bridge and transforming related sections of urban freeway into a beautiful scenic boulevard that increases pedestrian and vehicular safety on both sides of the Anacostia River. The project consists of building a new six-lane Frederick Douglass Memorial Bridge, creating a new traffic oval west of the river that connects South Capitol Street, Potomac Avenue and Q Street, SE, reconstructing South Capitol Street as a six-lane boulevard with an improved streetscape from the traffic oval to Independence Avenue SE/SW and an at-grade intersection at M Street, SE, creating a new at-grade traffic circle east of the river that connects South Capitol Street, Suitland Parkway and Howard Road, SE, reconstructing the Suitland Parkway/Interstate 295 interchange, constructing a new Martin Luther King Jr., Avenue and Suitland Parkway interchange Road, SE, increasing bicycle and pedestrian facilities, and improving drainage and storm water management throughout the corridor. The project contract value is approximately $440 million.

DMY is working on this very challenging project to provide construction quality assurance services. DMY’s four-to-five QA Inspectors are working onsite to provide inspection and testing services during clearing & grubbing, E&S controls, MOT, subgrade preparation, backfill, piling, concrete, and asphalt application. Temporary and permanent traffic detours and controls are checked to ensure the approved Traffic Management Plan is being followed for the smooth flow of traffic and pedestrians. Coordination with different local and federal agencies and private owners is a major part of this project and DMY’s QAM is ensuring that all necessary permits and approvals are in place prior to any activity on site. DMY also helped prepare the Construction QA/QC Plan and tracking deficient and non-conformance items. Some major components of the projects include FDMB bridge piling and foundation work, other bridges demo and widening with new concrete deck, pile driving for MSE walls and abutments, shoring system with soldier piles and wood lagging, MSE walls, precast tunnel structures, drainage system, and ground improvements. DMY’s QAM leads the QA/QC and preparatory meetings on site and reviews QA and QC inspectors’ reports. He is also responsible for ensuring that DDOT’s approved materials are used.
